M&E means Music and Effects. It’s the post sound mix of a film minus dialogue.
This is an important deliverable required when a film is dubbed in another language for international distribution.

A ‘fully-filled’ M&E means filling in any missing sounds when the dialogue track is removed from the mix. When audio is recorded on set, sounds like footsteps and doors are also captured along with dialogue.
These sounds must be extracted out of the dialogue track and moved to the sound effects track. Any sounds that can’t be removed from the dialogue track are either replaced with Foley or similar sound effects.
This is all done so a film can play back smoothly without dialogue and have no sounds missing, therefore preparing it for foreign language dubbing.
